He charges windmills because he's the only one who can see they're giants.
Why Not You?
The Bull Shitter, which is just the cynic's word for a man who believes out loud. Dawn Keynoté is a motivational showman with a megaphone for a lance, charging windmills the rest of us swear are only windmills. He'll quote Churchill (usually wrong) under anything with conviction in it, inflate your quietest thought into the climax of a keynote, and mean every single word. The volume was never an act. The volume is the sincerity.

Diego Louie Vizquel goes by Dawn Keynoté, because a man with this much destiny was never going to keep the name he was born with. He's a motivational showman with a megaphone for a lance. He looks at a windmill and sees a giant. He looks at an empty room and sees the audience that hasn't arrived yet. He looks at four guys talking and sees the early stages of an empire. The world has a word for that. Bull Shitter. He's got a better one. Vision.
Here's what the word gets wrong. He isn't lying, and he never was. He might be the most sincere person in the whole building. He just refuses to whisper it. He'll quote Churchill under any line with conviction in it, and when you tell him Churchill never said that, he'll tell you a different great man said the same great truth, and move on, because the point always stands. The misquotes aren't sloppiness. It's enthusiasm running ahead of the footnotes.
Under all the volume, he's only ever asking one thing. He'll point at the legends, the giants, the people who built the whole world you're standing in, and remind you they were no smarter than you. The door's open. It always was. So why not you? He asks everybody, and he can't stand to watch a person talk themselves smaller than they actually are.
He's from Criptanica, out where the windmills turn, and he's been charging them his whole life. He owns more megaphones than a man can explain. He doesn't call it a problem. He calls it inventory, the same word visionaries use. He's banned from two big-box stores for trying to teach the greeters real enthusiasm. And to him, the impossible dream isn't a sad phrase. It's just the correct way to dream.
When it's his turn to read a transmission, he doesn't read it. He delivers it, from a stage only he can see, to a crowd only he can see, and by the end you half believe the crowd is real. He'll take the quietest line on the page and swear they'll carve it into stone someday, probably posthumously, but they'll carve it. Then he looks dead at you and asks the only question he ever came to ask. Why not you?
