One blue to break the silence.
Government blue has been the color of civic authority in the UK for three generations. It reads as trustworthy before any copy loads. The near-white canvas and near-black border create a chromatic system with absolute clarity. No muted accent, no surface noise, no surface color to compete with information hierarchy. Everything is either content or chrome.
The accentSoft is a quiet echo of the blue for hover states and background fills. The textMuted is the specific shade that footnotes and metadata use. These are not design choices made for beauty. They are choices made for legibility, passed through decades of iteration on government forms, notices, and services used by hundreds of millions of people.

GOV.UK serves 65 million users with zero border-radius, no animation, and government blue. Whitehall proves that accessibility-first and elegance-first are the same thing.

Public Sans carries the lineage of humanist government typography without the proprietary cost. It reads as institutional without reading as cold. Headings at bold weight create clear hierarchy that functions at every screen size. Body at regular weight is the comfortable reading weight for people who are doing something, not browsing. No letter-spacing because government information does not need styling to be taken seriously.
The large base size (19px) is not an accident. GOV.UK arrived at this number through user research with real citizens. It accommodates readers across every age group and device. Every product claiming to prioritize accessibility should use at least this as a starting point.

Zero radius is a design choice, not a limitation. Hard-edged containers signal that the information inside has hard edges too. Nothing here has been softened for your comfort. The system uses visible bottom borders and underline indicators instead of elevation and shadow. When something is active, a border changes. When something is interactive, a color changes. The physical metaphor is a printed form, not a floating card.
